Description: Returns a decimal number that represents a specified time.
Syntax: TIME(hour, minute, second)
Hour is a number from 0 (zero) to 32767.
Any value greater than 23 will be divided by 24 and its remainder will be taken as an hour value.
Minute is a number from 0 (zero) to 32767.
Any value greater than 59 will be converted into hours and minutes.
Second is a number from 0 (zero) to 32767.
Any value greater than 59 will be converted into hours, minutes and seconds.
